The Denver Health Medical Plan, Inc. (DHMP) was created in 1997 to fill a need for affordable health care coverage for employees of the Denver Health Authority and the Career Service Authority. DHMP is an entity of the Denver Health and Hospital Authority (DHHA) and now care for more than 15,000 lives.
DHMP concentrates its efforts on delivering quality health care products and services. The goal is to provide the Denver community with access to high quality, cost-effective, locally managed health care to our customers' satisfaction. Because we, too, are residents of the Denver metro area, we offer a unique understanding of our members' individual needs and concerns.
Health Plans
Career Service Authority (CSA) and Denver Employee Retirement Program (DERP)
Denver Medical Care is an HMO which offers members health care services at any facility within the Denver Health system. Members have access to any of the nine Family Health Centers located throughout the City and County of Denver, as well as the Denver Health Medical Plan Clinic, located on the Denver Health main campus at 6th and Bannock, and dedicated to plan members. All health care facilities within the Denver Health system are staffed by highly skilled, caring medical professionals, many of whom are board-certified. All Denver Health physicians have faculty appointments at the University of Colorado School of Medicine.
Denver Health Authority (DHA)
DHMP offer two plans to the employees of the Denver Health Authority. Denver Medical Care is an HMO with the network being Denver Health and Hospital Authority facilities and providers.
Denver Medical Care is an HMO which offers members health care services at any facility within the Denver Health system. Members have access to any of the nine Family Health Centers located throughout the City and County of Denver, as well as the Denver Health Medical Plan Clinic, located on the Denver Health main campus at 6th and Bannock, and dedicated to plan members. Denver Health/Cofinity Point of Service offers members a variety of options when accessing health care. A three-tiered program, member may:
- Stay within the Denver Health system and incur the lowest out of pocket costs;
- Use the Cofinity provider network with more than 5,000 health care providers. Self-refer to both specialists and primary care providers. Higher copays as well as coinsurance and deductibles apply.
- Go to a provider of the members’ choice, outside both networks. Copays as well as coinsurance and deductibles apply at the highest rate.

Child Health Plan Plus (CHP+)
Child Health Plan Plus (CHP+) is a low cost health plan administrated by Colorado Department of Health Care Policy and Financing (HCPF). Denver Health Medical Plan (DHMP) works with HCPF to offer the Child Health Plan Plus, a low-cost health insurance program for children from birth through age 18.
Children living in the City and County of Denver, Jefferson County or Arapahoe County are eligible for the Child Health Plan Plus program at Denver Health. Medicare Advantage Plans
Denver Health Medicare Choice
This is a Medicare Advantage Special Needs Plan, with Part D Prescription drug coverage, called Denver Health Medicare Choice. To enroll in the plan, members be eligible and enrolled in both Medicare and Medicaid, receiving dual benefits, and reside in the City and County of Denver. Denver Health Medicare Select
This is also a Medicare Advantage plan, with Part D Prescription drug coverage, called Denver Health Medicare Select. This plan is beneficial for those who do not meet Medicaid requirements but may qualify for CICP and/or LIC subsidy, and reside in the City and County of Denver.
